OEM manufacturer for network devices in Saudi Arabia: your design, your brand, built in Riyadh

IK Semiconductor (Interkey Semiconductor) is an OEM manufacturer in Saudi Arabia and accepts OEM requests from technology and telecom companies of any brand. You keep the design, the specification and the firmware; the Riyadh factory assembles the device, tests it to the plan agreed with you, loads your firmware and packages it under your brand. Today's work is OEM assembly at the SKD stage. Designing products for clients (ODM) is a long-term aim, not a current service.

Each OEM programme is quoted on its own volumes, specification and timeline.

OEM, ODM or importing: which one are you buying?

The three routes differ in who owns the design and what the factory does. Knowing which one you need saves weeks in the first conversation.

OEM, ODM and importing compared
RouteWho owns the designWhose brand is on the deviceAvailable at IK Semiconductor
OEM (original equipment manufacturing)You. The factory builds to your design and specificationYoursYes, today, at the SKD stage
ODM (original design manufacturing)The factory. Its own design becomes your productYoursNot today. ODM is a long-term aim with a different commercial structure
Importing finished devicesThe vendor abroadThe vendor's or yours, depending on the dealNot a factory service. For small or one-off orders it is often the better route

If you have a design and want it built in the Kingdom under your name, you are looking for OEM.

What stays yours in an OEM programme

Stays yours

  • the design and specification
  • the firmware
  • the acceptance criteria
  • your brand on the device and its packaging
  • test fixtures, if the contract says so (settle this when the contract is drafted)

Done in Riyadh

  • final assembly of the device from partly built sub-assemblies
  • testing to the agreed test plan, on every unit or by sample as the plan states
  • loading your firmware at the end of the line
  • branding and packaging as agreed
  • quality control of incoming components and finished devices

Because the design and firmware stay yours, an OEM programme keeps second-sourcing open. How practical it is depends on how much of the test and fixture set you own.

Your brand on the device

Branding and packaging are part of the programme, not an afterthought. To scope them, send:

  • your brand artwork and where it appears on the device
  • the packaging you want, including inserts and accessories in the box
  • the labels and markings your target market requires
  • whether units ship as single devices or as kits (for example, a set of Mesh Wi-Fi nodes)

What can be customised for your device is confirmed in the technical agreement, before the first build.

Device families for OEM programmes

Device families
Device familyStatus
ONT for fibre to the homeIn the factory's product line-up
5G CPE for fixed wireless accessIn the factory's product line-up
Mesh Wi-FiIn the factory's product line-up
5G MiFiPlanned line, not in production today

Lines are commissioned in phases, so the fit assessment tells you which stage the line for your device is at and what the next stage requires. Other network devices are considered case by case. The details each family needs are listed on the contract manufacturing page.

How to start an OEM programme

  1. Send the basics. Device family, design status, annual volume and ramp, field date and target market. A summary is enough to start; share full design files later, once you are ready.
  2. Fit and stage assessment. We tell you what the Riyadh line can take on at its current stage, and whether importing would serve you better.
  3. Quotation. Price and lead time for your volume, with component procurement shown separately from line time.
  4. Technical agreement and contract. Test plan, acceptance criteria, firmware, branding and packaging, approvals, ownership, change control and exit. What a contract manufacturing agreement covers
  5. First build, then volume. First units are judged against your acceptance criteria before volume production starts.

Why build your device in Riyadh

  • Supply inside the Kingdom. Final assembly, testing and packaging happen in Riyadh, close to your customers and their rollouts.
  • Your brand applied locally. Branding and packaging are done on the same line, as agreed for the programme.
  • A path to deeper localisation. The factory moves from SKD to CKD, planned for 2028, which adds board-level assembly in Riyadh.
  • A clear position on local content. Local content is assessed under the authority's methodology for a specific product; it is not a figure the factory declares. The mandatory list of national products explained

The OEM manufacturer in Saudi Arabia

IK Semiconductor is a subsidiary of Interkey, which has worked in ICT and telecom in Saudi Arabia for more than 25 years. The Riyadh factory was designed and built to the specification of a partner factory that specialises in CPE, ONT and FTTR products, with its standard operating procedures replicated and knowledge transferred to a Saudi team. First production started in 2025. The factory's management systems are certified to ISO 9001, ISO 14001 and ISO 45001; ask us for copies and check each certificate's scope.

Questions OEM partners ask

Do you design devices for us?

Not at present. Today's programmes are OEM: we build to your design. In-house design belongs to the long-term ODM phase.

Do you work with any brand?

Yes. IK Semiconductor takes OEM requests from technology and telecom companies of any brand, and is not tied to one vendor.

Can we move production of an existing device from another factory?

If you own the design and firmware, yes, it can be assessed. Send the specification, test plan and fixture details you hold, and check which of your device's approvals would need re-qualification for a new build location.

Is there a minimum volume?

No fixed figure is published. A few hundred units ordered once are usually better imported as finished devices, because set-up and qualification costs dominate small runs.

Who holds type approval for the finished device?

It is agreed for each programme and market, before volumes are committed.

Do you make the chips or circuit boards?

No. Components and boards are made outside the Kingdom at the SKD stage. SMT board assembly comes with CKD, planned for 2028. IK Semiconductor does not fabricate chips.
